At work, we've been fighting a penalty from the New York State Dept. of Taxation and Finance for failure to file the proper payroll information for 2007. That's right, 2007.
The bottom line is that if you file the tax information on a paper form, it's the NYS-45. If you file electronically, you have to submit 2 files for that same information. And they told us they're just now (starting in 2008) starting to enforce their filing requirements.
Am I the only one who thinks that you should build your electronic system to handle this stuff in 1 file? Isn't electronic filing supposed to make it easier to process?
This is just one example I've seen of how the state of NY is so messed up by bureaucracy. I can't imagine what it must be like to actually live in that state!
